Dr. Kim Shinil was born in February 1941 in the Cheongju Province, Republic of Korea. He is currently the Eighth Deputy Prime Minister and Minister of Education and Human Resources Development in Korea. He attended Cheongju High School and graduated in 1959 before pursuing an undergraduate degree at Seoul National University. He graduated in 1963 with an Educational Psychology degree then later got his M.A. in Education at the same university in 1965. He then pursued his doctorate in Education at the University of Pittsburgh, USA, in 1978. His professional experience since then is extensive and note-worthy. He began his career in 1966 as a researcher for the Central Institute for Educational Research. He later became a professor for the Department of Educational Psychology at Seoul Women’s University. In 1980 he became a professor for the Department of Education at Seoul National University. In 1993-2003 Dr. Kim was also Co-Director of the Civil Association for Educational Reform and Autonomy. From the late 1980s till 2005 he held extensive Chairman positions for the Educational Administration Training Institute of Seoul National University; Review Committee for University Establishment (under the Ministry of Education & HRD); and Council on the Independent Private High School System and Evaluation Committee for City/Provincial Offices of Education –also under the Ministry of Education & HRD.
He has received many awards and honours including the Order of Service Merit (Red Stripes) in February of 2006. Dr. Kim is an author of many publications including Education in a Learning Society, Lifelong Education (2001),
Civil Pedagogy (1995) , and Educational Sociology (1985).
Apart from his sworn Ministerial duties, he is also an Honorary Professor at the Seoul National University for the Department of Education.
He is the Chairman of the Center Education 2000+, Bucharest, which is the most influential non-governmental organization in South east Europe dealing with educational policies and providing consulting services and he is also the CEO of Education 2000+ Consulting Firm (Mott MacDonald/Cambridge Education-UK Representative in South East Europe). Since 2005, Alexandru Crisan has been continuing his academic studies as Associate Professor in BuchaREST University. At the same time he serves as the local communication point for UNESCO/IBE – Global Communication Network of Curriculum Development Specialists. Dr. Crisan provides consulting services to various international organizations. In that framework, he has provided consulting services on the subjects of World Bank, OECD, US, UNESCO, UNICEF, educational policies of Open Society Institute, curriculum development, teacher education, and quality in education. He has also provided consulting services to educational reform studies, carried out in Afghanistan, Albania, Bangladesh, Bosnia, Brazil, Bulgaria, Serbia, Georgia, Kosovo, Moldova, Russia, Croatia, Tajikistan, Ukraine, and Turkey.
Dr. Crisan, who has worked as a teacher until 1989, has studied until 1990 as a specialist researcher at the Institute of Education and Science. In 1993–1997, he coordinated the development of the Romanian national curriculum, in his capacity as the Head of the Romanian National Curriculum Board. While holding that position, he continued his studies in 2003–04 in New York, as a guest Professor at Columbia University, Faculty of Education. There are many published books and studies of Dr. Crisan on the subjects of Educational Reform Studies, Processes of Change, curriculum and educational policies. Some of his recently published books are: “Current and Future Challenges in Curriculum Development”, and “Policies, Practices and Networking for Change”.
Howard Gardner, who is a Professor of Cognition and Education at Harvard University Department of Education, at the same time, is the Director of the Project Zero being carried out by the Harvard University Department of Psychology. Professor Gardner, winner of various rewards of honor, had been awarded in 1981 the MacArthur Prize. In 2005, he was selected by the Foreign Policy and Prospect Magazine as one of the 100 most effective intellectuals on the world. His 20 books and a few hundred articles has been translated into 27 different languages and published. He is particularly famous with his “Theory of Multiple Intelligences”.
During the past twenty years Prof. Gardner and his colleagues at Project Zero have been working on the design of performance-based assessments, education for understanding, and the use of multiple intelligences at personal level to achieve more personalized curriculum, better instruction, pedagogical approach, and higher quality in education. Within the framework of Project Zero, researches have also been made on the subjects of “feelings of confidence in modern societies” and “ethics in the new digital media”.
Prof. Kamil Özerk, who continues his academic studies at Oslo University in Norway as a Professor of Education, has many published essays and books on the subjects of pedagogy, sociology, education, and training. Among his recently published books, “Education and Curriculum Development Theory” and “Different Educational Policies and Programs Answering to the Needs of Different Communities in Different Countries” can be mentioned. Prof. Özerk has been assigned by the Norwegian government at three different times to work within the Norwegian National Curriculum Reform Program.
Mark Ginsburg, who has been serving at the Educational Development Academy since 2006 as a Specialist of Quality in Education, is at the same time a joint writer of Comparative Evaluation of Education (2003-2008). Mark Ginsburg has carried out academic studies in the field of Comparative Educational Sociology at Birmingham Aston University in the period of 1976-78, at Huston University in 1979-87 and at Pittsburgh University in 1987-2004. Mark Ginsburg, who has actively studied in the Egyptian project of Educational Reform in the period of 2004-06, has also served as the President of the Comparative and International Educational Community (1991-1992). Among his well-known studies, it is possible to mention: Contradictions in Teacher Education and Society (1988), Understanding Educational reforms in Global Context (1991), the Politics of Educators’ Work and Lives (1995), Political Dimension in Teacher Education (1995), Limitations and Possibilities of Dialogue among Researchers, Policymakers and practitioners (2003)
Currently he continues his academic studies as a Professor at Wisconsin University, Studies of Curriculum and Policies of Training and Education, as well as at London University, Institute of Education, Studies of Educational Policies. He particularly focuses his studies on the issue of “the relation between Education and Unjust Power”. Michael W. Apple has been listed as one of the fifty most prominent educators of the twentieth century. His two books, named “Ideology and Curriculum” and “Official Knowledge”, have been rewarded as the most important books published in the twentieth century in the field of education. He has carried out joint studies with the governments, unions, and non governmental organizations in various parts of the world in the fields of democratic educational researches, policies, and applications.
Pavel Zgaga continues his academic studies in Slovenia, as a Professor at Ljubljana University, Faculty of Education. He had also served as the Dean of Faculty of Education for some time in the past. Currently he is the Director of the Center of Educational Policies, and is dealing with the coordination activities in relation with the Educational Cooperation Network in South-East Europe. In 1990’s, Pavel Zgaga had also served as the Minister responsible for Education, and as Minister of Education and Sports (1999-2000). After serving as a Minister, he returned to academic life, and served as Bologna Process Monitoring Board member and Rapporteur in the same Board. He has carried out studies within the scope of many research and development projects in his own country and in other European countries.
After completing his doctorate studies at Chicago University in the field of Comparative Education (1976), he worked at the World Bank for twenty-two years. He was one of the members of the group carrying out researches and producing policies during the period of 1976-1984 in order to to develop effective education in the World Bank. In his capacity as the World Bank official responsible for the educational programs arranged for the high level educators, he organized educational programs in the Middle East, in 27 different European countries, and in Asia. In July 2000, he started his academic studies at Vanderbilt University as a Professor of International Educational Policies. His scope of studies covers the subjects of “the effects of higher education on the communal integrity”, “educational services in international commerce”, and “economic impacts of corruption on the higher education”.
-Robin Horn, who has been serving as the Education Manager for Human Development Network at the World Bank since May 2006, has assumed the responsibility regarding Educational Program of the World Bank towards Turkey between the years of 2002 and 2006. Besides his studies in Turkey, he also managed the Educational Program of the World Bank towards Brasilia for a term of 10 years. Before coming to his current position at the World Bank, he had worked at the US Ministry of Education in the development of educational policies. He had also served previously as an Educational Economist at the US Development Agency. Dr. Horn has received his doctorate degree from Columbia University in New York City in the field of Educational Economy.
He continues his academic studies at Seoul National University Department of Education as a Professor of Educational Policies and Management. He served as Director at South Korea Education Development Institute in 2002-2005. During the period of 2004-2005, he served as the Deputy President at OECD Educational Committee. Chong Jae Lee, who served at various different positions at the Educational Management mechanism of the south Korean Administration, is at the same time a member of the South Korean Ministry of education Consulting Board. After completing his education at Seoul National University, he studied Educational Planning and Economy at Florida State University. Since 1980, he has been continuing his academic studies at Seoul National University. He is particularly interested in the subjects of developing education in South Korea, and system of selection to be applied in the university entrance process.
Prof Don Adams has served at many administrative and academic positions at various institutes and universities, including his position as Head of the Department of Administration and Policy Studies in Education at Pittsburgh University, and President of the Society of International and Comparative Education. His studies, focused mainly on the subjects of Educational Planning and Policies, practices, monitoring and evaluation systems, evaluations of sectors, and teacher education, have provided an esteemed reputation to him within the international society of education. He is also specialized on the subjects of team leadership, planning, studies of regional tendencies, problems in Asia and policies for resolving such problems, planning in the sector of education, counsellorship in practical applications, and quality in education. He is the author of many books, and has more than 100 essays and various reports in the field of education.
He is an academician in the field of philosophy. Since August 2000, he has been serving in Galatasaray University, as the Dean of Faculty of Science and Literature, and as academic staff member in the Department of Philosophy.
He had his university education in France, at Rennes University and Sorbonne University in Paris (1970-1974), with the four-year scholarship awarded by the French Government to successful students graduated from the schools teaching in French in Turkey. On his return to Turkey, he started to work as teaching assistant in Atatürk University, Faculty of Science and Literature, Department of Philosophy (1977). While serving in that university, he became Doctor of Philosophy (1979), Assistant Professor (1982), and Associate Professor of Philosophy-Logic (1983). He was sent for a term of one year to Nanterre University in France, in order to make researches in the Department of Philosophy (1981-1982). As from November 1984, he started teaching as an associate professor at Ankara University, Faculty of Literature, History and Geography, Department of Philosophy, Section of History of Philosophy. In October 1994, he became the President of the Section of History of Philosophy. In 1997, he started working in Galatasaray University. In 1999, he became the Director of the Institute of Social Sciences in the same university.
As it would be understood from his writings, he has mainly studied in the fields of Turkish tasavvuf (mysticism), Philosophy of Existentialism, Phenomenology, Ethics, and Comparative Religious Ethics. He has paid efforts to make philosophical approach and thinking more effective in Turkish Cultural life and in our National System of Education.
In 1971, he graduated from METU Department of Electrical Engineering. In 1972, he started his doctorate studies at Istanbul University, Faculty of Literature, Department of Philosophy. During his doctorate studies, he also followed courses of Latin and Ancient Greek given in the same faculty. In 1980, he obtained doctorate degree with High Honor in the field of Systematic Philosophy and Logic (major branch), and also in the field of Ancient Greek Literature (secondary branch).
In 1980, he started to work as a teaching assistant at the Department of Humanities of Istanbul University. In the same Department, he became academic staff member, Assistant Professor, and then Associate Professor in the Section of Systematic Philosophy and Logic. He served as Head of the Department of Philosophy between the dates of May 16, 1994 and June 5, 2000. He has been serving as Head of the Department of Philosophy at METU since June 2003.

Üstün Ergüder, who currently is the Director of Istanbul Center of Policies, has completed his undergraduate education at the Manchester university in Britain. Then he went to the University of Syracuse (The Maxwell School of Citizenship and Public Affairs) for graduate education and has obtained doctorate in the Field of Political Sciences in the year 1970. Later, he joined the academic staff of Boğaziçi University. Prof. Ergüder has also taught at different times at Michigan University, University of Syracuse, and New York State University. He served as the President of Boğaziçi University for two terms, between August 1992 and August 2000. Before his tenure as the President of Boğaziçi University, Prof. Ergüder has served as Head of the Department of Politics and International Relations, and as Director of the College of Foreign Languages.
Besides his academic duties, Prof. Ergüder is also serving as Head of the Board of Trustees and Administrative Board of the Turkish Third Sector Foundation. He is also a member of the Administrative Board of Vehbi Koç Foundation, and a member of the Board of Trustees of Işık University. In the period of 1996-2000, he served as a member of the Administrative Board of Turkish Radio and Television Institution (TRT). He is one of the founders of Turkish Economic and Social Studies Foundation (TESEV), and is currently Head of the Board of Counseling of the same Foundation. Üstün Ergüder is also serving at various international organizations; including the administrative board membership of European center of Foundations (EFC) located in Brussels, and Magna Charta Monitoring center in Bologna. He actively participates as a specialist in the studies of Institutional Quality Assessment carried out by the European Universities Union (EUA), which is located in Geneva. He is also a member of the International Committee on the Board of Accreditation in Higher Education, located in Washington.
He was born in Ankara in 1951. After completing his high-school education at Robert College, he graduated from Boğaziçi University, Department of Economy. He obtained master degree from The Johns Hopkins University in international relations and from Columbia University in economy. During the period of 1978-1983, he carried out doctorate studies at Harvard University in the field of Human Resources Economy. Between 1983 and 1997 he served at various positions as manager, and worked as counselor during the period of 1997-99. Since 1999, he has been working as a columnist in the daily Hürriyet and Daily News; meanwhile he is working as a counselor of Human resources.

She was born in Ankara in 1947. In 1968, she graduated from METU Department of Psychology. At Kansas University, where she had gone for education with Fulbright scholarship, she obtained master and doctorate degrees in the field of social psychology. She worked as an academic staff member at Washington, DC in the period of 1973-75, and at Ankara University Faculty of educational sciences in 1975-2000. She also assumed administrative duties, such as Head of Department, and Director of Ankara University Institute of Social Sciences.
Since 1980, İpek Gürkaynak has been serving as counsellor, educator, etc. in many different projects (TRT Sesame Street Program, International Labor Organization’s Project on the Elimination of Child Labor, Projects of various non-governmental organizations like the Hope Foundation, TEGV, History Foundation, TOG, AÇEV, etc.). During the last ten years, she has been the educational counselor of the Hope Foundation. With an inter-disciplinary group she has founded, she is writing books and providing education to children/teen agers and educators in the fields of human rights and citizenship.
She has retired in 2000. Currently she lives in Biga and works at Gürkaynak Institute of Citizenship she had jointly founded with her husband Prof. Dr. Mehmet R. Gürkaynak.
Prof. Dr. Muhittin Şimşek was born in Nizip in 1985. He graduated from Marmara University in 1985. In the same year, he was appointed as an assistant to Marmara University. He was conferred master’s degrees in Machinery Training at Technical Sciences Institute of Marmara University in 1987 and at Business Administration Faculty of Istanbul University in 1988. He was sent to England by obtaining a scholarship from the World Bank in 1993. He became a doctor of philosophy in 1993, an assistant professor in 1993, an associate professor in 1994 and a professor in 1999.
In addition to being a lecturer between 1994 and 2000, he worked as the director of M.Ü.T.E.F. Revolving Fund Enterprise. He was appointed as the director of Technology Application and Research Center of Marmara University in 1998. He has worked as head of department. He has presided many projects. Being a member of TÜLOMSAŞ Board since 2003, Prof. Dr. Muhittin Şimşek is also a lecturer at Marmara University and he has lectured at Istanbul Trade University as well. He is currently a member of YÖK Inspection Board.
He has more than 200 articles published in various periodicals and presented in symposiums in his field and 16 books published.

Volkan Vural, having retired from the Ministry of Foreign Affairs on December 29, 2006, started to work at Doğan Group of Companies Holding Inc. in March 2007. After his graduation from TED, and then Ankara University Faculty of Political Sciences, Volkan Vural started his professional career in 1964 at the Ministry of Foreign Affairs. He held various positions during the period of 1968-1986; he served as Consul in Munich, Head of the International Economic Organizations Department at the Central Organization of the Ministry of Foreign Affairs, Head of Political Section at the NATO International Secretariat. In 1982-86, he served as Head of Bilateral Economic Relations and as Deputy General Director at the Ministry of Foreign Affairs.
Continuing his diplomatic career as an Ambassador as from 1986, he was appointed as the Ambassador of Turkey to Iran Islamic Republic. Later, he served as Ambassador to Soviet Union and later to Russian Federation in 1988-1993. In 1993-1995, he held the positions of Deputy Undersecretary of the Ministry of Foreign Affairs, and Chief Counselor of Prime Minister. During the period of 1995-1998, he served as Ambassador of Turkey to Germany. In 1998 he was appointed as the Permanent Representative of Turkey to the United Nations, and he remained at that position until 2000. In the period of 2000-2003, he served as the Founding General Secretary for the EU Affairs at the Prime Ministry. In 2003-2006, he served as Ambassador to Spain and Andorra Principality. Volkan Vural got retired from the Ministry of Foreign Affairs on December 29, 2006.
He was born in Muş on November 15, 1957. He is a mechanical engineer and an industrialist. He graduated from Gazi University Faculty of Engineering Mechanical Engineering Department. He worked as an industrialist. He became a member of Chamber Assembly in Ankara Chamber of Commerce. He served as Administrative Board member in Ankara Chamber of Commerce; and later became Vice President and finally the President of the Administrative Board. Under the presidency of Zafer ÇAĞLAYAN, Ankara Chamber of Commerce was selected in 1997 as “the most successful organization”, as a result of his studies and proposals regarding Small and Medium Scale Enterprises (KOBİ).
In the aftermath of the earthquake occurred in August 1999, ÇAĞLAYAN has launched various projects to overcome the negative effects of the earthquake; like paid short-term Military Service, which was preferred by 70 thousand individuals and which provided an income about 1 billion German Marks to the state budget; issue of earthquake bonds; Sale of public lands and houses which were built for the residence of parliamentarians; facilitating visa procedures for Turkish businessmen; determination of the amounts of minimum wages according to regions; and the Anatolian Approach, which he had planned for 70 thousand Small and Medium Scale Enterprises (later passed by the parliament as a law). As an industrialist and the President of Ankara Chamber of Commerce, he made great contributions to the development of Turkey with his important studies, projects, and proposals regarding Economy in general, Production, Unemployment, Industry, Commerce, KOBİ’s, and small-scale retailers.
He served as President of the Turkish Union of Chambers and Stock-Exchanges (TOBB) for three terms. He became Board of Trustees member at the TOBB Economics and Technology University and Turkish Foundation of Researches in economy. He was appointed as Minister of Industry of Commerce during the 23rd term of parliament.
After he graduated from TED Ankara College, he received undergraduate education at Ankara Academy of Economic and Commercial Sciences, department of Economy and management. After his graduation from university, he started working at Nuh machinery Group, and then he founded Eskihisar Construction and Eski Hisar Foreign Trade Company.
While he was serving as the Vice-President of the Turkish Union of Chambers and Stock-Exchanges (TOBB), he was chosen as the President of TOBB in June 2001. In August 2001, he was chosen as the President of the Board of Foreign Economic Relations, and in September 2001 as the President of the National Committee of International Chambers of Commerce.
Rıfat Hisarcıklıoğlu, who is one of the founders of TOBB Foundation of Culture and Education, and TOBB Economics and technology University. He assumed active duties in many businesses and international organizations.
He was born in Ankara in 1963. After completing his high-school education in TED Ankara College, he entered METU, Department of Civil Engineering and graduated in October 1987. For some time he worked in Germany as Civil Engineer, then he made his military service, and after that he assumed the duty as the General Manager of the Company of Sepe Construction Commerce and Industry Limited Company, of which he was a partner. He currently holds the same position.
In 1996, he got involved in political activities in the ranks of Anavatan (Motherland) Party. In that framework, he first became the Deputy Chairman responsible for Support Organizations, then the Deputy Chairman responsible for election affairs, and was chosen as a member of Central Decision Making and Executive Board (MKYK).
Pehlivanoğlu, following his assignment as the Chairman of the Turkish Educational Association on March 9, 2003, became mainly focused on studies in the fields of “Civilian Community”, “Accreditation”, “Full Educational Scholarship”, and “Institutional Infrastructure”. He currently holds his position as a Chairman leading those studies.
In June 1976, he graduated from Ankara University Faculty of Science, Mathematics Department. After his graduation, he started working for the Ministry of National Education as a high school mathematics teacher. In December 1976, he started working as an assistant at Ankara University Faculty of Science, Mathematics Department. In June 1978 he received master’s degree, and in May 1981 doctorate degree from Ankara University. Between the years of 1984 and 1989 he served as Assistant Professor at Faculty of Science, Mathematics Department. In November 1989, he was appointed as Associate Professor at the Section of Theory of Real and Complex Functions. In January 1995, he became Professor.
Prof. Dr. Sabahattin Balcı is the author of more than 20 articles and 2 books on mathematics. Besides continuing his studies in the field of mathematics, he was also appointed as the Director of Çankırı Vocational High School in October 1983. He still holds the same position.
As a result of planned efforts which lasted for 10 years, Prof .Dr. Sabahattin BALCI has succeeded in raising the level of education in his school to reach the standards of similar vocational colleges in developed countries. He contributed much to the development of vocational and technical education in Turkey. He paid great effort in order to have Çankırı Vocational High School included in the 1st and 2nd Industrial Education projects, which were the projects launched by the Higher Education Council (YÖK) for developing industrial education, with a budget of 200 million Dollars to be provided by the World Bank. Prof. Dr. Sabahattin Balcı has assumed active roles in the said projects as educator and practitioner. He is the author of more than 10 articles on vocational technical education. Currently he is a member of IVETA and TIES. Currently Prof. Dr. BALCI also serves as Ankara University Senate member, Deputy Chairman of YÖK-İSOV Industrial Cooperation Executive Board, Çankırı Provincial Director of ÖSS and Anadolu University Open Education Faculty.
Rector of Sabancı University, earned his Bachelor’s Degree from Newcastle-upon-Tyne University (UK) in 1965. He received his doctorate degree in branch of mathematics from Frankfurt University in 1968. Universities in which he worked previously are Michigan University and METU (Middle East Technical University). He studied at Michigan University and Wuppertal University as researcher. He was the head of TÜBİTAK (The Scientific and Technological Research Council of Turkey) in the years of 1992-1997, representative of Turkey of NATO Scientific Committee in the years of 1993-1997, Chairman of the Board of Directors of the Scientific and Technical Research Foundation in the years of 1996-1997. He has been working as the chairman of the Board of Directors of TÜBİTAK Marmara Research Center since 197 and the chairman of Turkish Mathematics Association since 1989. He has the owner of TÜBİTAK Science Award. His field of research is functional analysis. He is the member of the Science Academy of Turkey, Turkish Mathematics Association, TESEV (Turkish Economic and Social Studies Foundation), Turkish Science and Information Foundation, the History Foundation, Scientific and Technical Researches Foundation, BITAV and Turkish Intelligence Foundation.
Journalist career of Zeynep Göğüş covers a very wide spectrum; she is an international reporter, editor, columnist, and independent TV commentator, all at the same time. She was selected three times as “the best columnist” by the professional organizations of journalists.
She is the originator of the internet broadcasting site named euractiv.com.tr. Besides that, she serves as the Head of ZEGO Communication Strategies center, and writes weekly articles in daily Hürriyet.
She is a graduate of Université Libre de Bruxelles (ULB), Department of Journalism and Social Communication. She has a master’s degree from Vrije Universiteit Van Brussel (VUB) Department of Economy, on the subject of “Industrial Location and Development”.
She is an executive board member of the Turkish Family Health and Planning Foundation, a member of İKV High Board of Consultation, founder of the Association for Supporting Women Candidates (KA.DER), and a member of the Turkish Journalists’ Association. In 2006, she has founded in Brussels the non-governmental organization named TR Plus- Centre for Turkey in Europe. She is the Chairman of TR Plus.

Prof. Dr. Aybar Ertepınar, who was born in Giresun in 1944, graduated from METU, Civil Engineering Department. In 1969, he received master’s degree from Drexel University, and he completed doctorate studies in 1972 at the same university in the field of Mechanical Engineering and Mechanics.
In 1967, he started his career as an academician, and served as a Professor at Gazi University Civil Engineering Department in 1985-1989, and later at METU, Civil Engineering Department during the periods of 1989-1990 and 1990-2001.
Prof. Dr. Aybar Ertepınar also served as Head of Engineering Sciences Department at METU, Dean of the Faculy of Engineering and Architecture at Karadeniz Technical University (KTÜ), Executive Board Secretary of the Group for the Development of Human Resources, and NATO Scientist Support Program Coordinator in Turkey. Having been elected by the Senates of KTÜ and METU, he served as member of Interuniversity Board and member of Interuniversity Board Committee.
Prof. Dr. Aybar Ertepınar, serving as the Deputy President of Higher Education Board since 2001, has also made great contribution to the EU-Turkey relations in his capacity as the Representative responsible for Higher Education in the membership negotiations held in 2005-2006.
Prof. Dr. Ali Doğramacı has been serving as the President of Bilkent University since 1993. Between the years of 1991 and 1993, he served in the same university as the Head of Industrial Engineering Department and as the Deputy President. During the period of 1975-1991, he works as a member of academic staff at Rutgers - New Jersey State University Faculty of Business Management, and at Columbia and Cornell Universities, Departments of Industrial Engineering and Operational Research. He was chosen to the membership of the senates of Rutgers and Columbia Universities. At the presidency office of Rutgers University, he served as the Head of Budget Board. When the periodical “Journal of Productivity Analysis” first started to be published, he carried out the duty of chief editor. The books edited by he and his colleagues were published by Academic Press, Martinus Nijhoff Publishing, and Kluwer Academic Publishers. His scientific articles were published in the periodicals of Administrative Science Quarterly, Management Science, AIIE Transactions, International Journal of Production Research, Naval Research Logistics, and Operations Research. He graduated from civil engineering department of METU and had master’s degree in civil engineering from Stanford University. He also has masters and doctorate degrees in industrial and civil engineering from Columbia University.
He was born in Ankara in 1957. He graduated from Gazi University Faculty of Technical Education. He currently produces and presents the TV program named “positive Education” on CNN TÜRK. He has been working at daily Milliyet since 23 years. Currently he is the Editor of Education and a columnist at daily Milliyet. At the same time, he is the producer of the TV program named “Young Outlook” , which is broadcast on Channel D.
In terms of using media in education, Güçlü has a unique place. He established the first educational service in the media, prepared an education page, and made long-term educational radio/TV programs. Before “Young Outlook”, he made the programs named “Agenda of People” and “report card” for Channel D. Earlier; he had prepared for TRT another educational program named “Unending Rally”. When Radio D and Radio Foreks were first established, he made and presented educational programs and news programs on these channels.
Güçlü, who has examined the educational systems of about 40 different countries by going to those countries, gives courses of “Basic Journalism” at Marmara University, Faculty of Communication. He was awarded the prize of “Journalist of the Year” many times. His TV program “Young Outlook” has been awarded the prize of “the best program prepared for young people” more than five times. Güçlü is also the winner of many other prizes on education, which were given by different universities.
Turgut Bozkurt was born in Çanakkale in 1949. He was graduated from Biga High School in 1966. He was graduated from Middle East Technical University (Faculty of Administrative Sciences) in 1972 with honors degree. He was awarded in 1973 with bachelor’s degree scholarship granted by the Turkish Education Foundation for students having honors degree to study abroad and he was graduated in 1975 from San Diego State University – Faculty of Business Management – M.B.A. with honors. He was appointed as the adviser of Prime Ministry in 2003, and assumed the office of Director General of Turkish Education Foundation in 2006.
Dr. Bahadır Kaleağası completed his education at Galatasaray High School, in USA with AFS program, University of Brussels and İstanbul University. At the Centre for International and Strategic Studies and the Institute of European Studies of the University of Brussels from which he was graduated with the highest degree he worked as specialist researcher and lecturer between 1989 and 1996. His field of study and research focused on Decision-Making System of European Union, USA-EU relations and the external economic relations of the EU. Bahadır Kaleağası, who was awarded the European Union’s Jean Monnet Scholarship and NATO Research Fellowship between 1990 and 1993, worked at Harvard, Georgetown and Jerusalem Universities as visiting academic in different periods. He was a rapporteur in one of the working groups pertaining to discussions for Maastricht Treaty establishing the European Union in 1991. He took part in the projects of the Unit in charge of strategic Researches of the EU Commission. Furthermore, he worked in numerous international projects; he served as counselor to public and private sector institutions in Turkey and abroad. At present he has been managing TÜSİAD’s (Turkish Industrialists’ and Business Association) European Union Agency that he had been assigned a task for setting up of such an Agency in Brussels in 1996 and he has been carrying out permanent delegations of TÜSİAD and TİSK with UNICE which is the representative institution of the European Private Sector. Besides, he has been proceeding with his academic studies as a scientific member of the Institute of European Studies of the University of Brussels. He has been taking part in several conferences, seminars and media programs as lecturer, and his scientific articles have been published in the international press every year. He is the founder chairman of TEMA-Brussels and board member of JCI-Europe. Bahadır Kaleağası, who is the owner of numerous international scientific articles and publications, is also the co-author of the following books: in English "Towards a New Europe" (Brussels, 1993), in French "Les défis de l’Elargissement" (Brussels, 1994), "La Turquie en Mouvement La République laïque turque" (Paris, 2003). And author of the books entitled "From Single Market to Moneraty Union" (İKV, 1995) and "The Roadmap to Europe-Brussels Logbook" (Dünya, 2003). His commentaries have been published in Turkish daily "Radikal" and periodical entitled "Finans Dünyası".
Prof. Dr. İrfan Erdoğan graduated from Gazi Education Faculty, Department of Educational Sciences (Pedagogic). He obtained his master’s degree in Economy of Education, and doctor’s degree (Ph.D.) in International Education and Development at Columbia University in USA between 1986 and 1992. He is the author of seven books under the following names: Contemporary Educational Systems; School Management and Teaching Leadership; Class Management; Management of Change on Education; Turkish Education System; Problems and Solutions; To learn, Develop and to become free; Efficient study in 99 pages; and he has published numerous number of articles.
With his research called “Turkish Education System in 2000s: Problems and Solutions” in 1995 he was awarded with second prize at the competition arranged by “Milliyet Gazetesi” (Milliyet Newspaper) in the name of Örsan Öymen in the field of Problems of Turkey. He has given a course of lectures at Yeditepe University, Air force Military School and the Command of War Academies in addition to Istanbul University. Prof. Dr. Erfan Erdoğan who is married and father of1 child has been still successfully performing his office as the chairman of “Ministry of National Education, Board of Instruction and Education since May 2006.
Dr. Tunçalp Özgen was born in Turkey in 1946. He graduated from Hacettepe Medical School in 1969, continued and completed the neurosurgical residency program in 1974. He got microneurosurgery fellowship at Zurich University Kantonsshipital Department of Neurosurgery in 1977. He assigned as associate professor in 1978 and full professor in 1988. He was the founder vice president of the Institute of Neurological Sciences of Hacettepe University between 1988–1993.
He has been very active in national and international organizations, being the president of Turkish Neurosurgical Society (1988-1989), Executive Council Member of European Association of Neurosurgical Societies and World Federation of Neurosurgical Societies (1989-1998) and vice president of European Association of Neurosurgical Societies (1995-1999). He is the member of the American Congress of Neurological Surgeons, German Neurosurgical Academia and also on the editorial board of numerous national and international journals. He is the author of over 180 articles which were published in national and international journals and a total of 217 citations to his work are recorded in the SCI.
He has been Chairman of the Department of Neurosurgery, Hacettepe University Faculty of Medicine and Rector of Hacettepe University since 1999. He gave 26 invited lectures at national and international conferences. Besides he was awarded by Turkish Neurosurgical Society Service Award in 2000, Ankara Young Businessmen Society Most Dynamic Director Special Award and Capital City Group 81st Golden Person of the Year in Medicine and Academic Branches in 2004.
Dr. Vittorio Campione graduated from University of Florence in 1969. He taught history and philosophy in several Italian junior high schools until 1980 and then started to actively involve in political and trade union activities. As Undersecretary to Italian Education Minister he took part in and contributed to enactment of all of the Italian educational legislation negotiated at Italian Parliament between 1996 and 2000.
Vittorio Campione currently works in the field of education systems and lecturers at some universities. He also undertakes assignments for cultural and political magazines and is a member of publishing board of the magazine called “Italianieuropei”. As Chairman of Board of Directors of Camporlecchio, a training company which provides a range of training services for top level management of SMEs and of public sector, he also serves as an executive at certain training centres together with several other foundations.
He holds B.Sc. and post graduate degrees in philosophy and has PH.D. degree in Human Rights and Development He worked as director of faculty of fine arts, director of the Continuing Education Center at National University, and researcher for UNESCO, respectively since 1984. Currently, he is Director of the Institute for Latin American Studies, and United Nations Special Rapporteur on the Right to Education.
Starting his academic career back in 1982, Rodolfo Meneo Soto is professor of Epistemology, Research Methodology at National University, Costa Rica and currently he is professor at the Master Program on “Human Rights and Education for Peace”.
Mr. Reza Hosaini has been recently appointed as UNICEF Representative in Turkey and assumed his duties effective 30 December 2007. Prior to his present appointment in Turkey, Mr. Hossaini served as UNICEF Representative in the Republic of Uzbekistan for 3 years.
Prior to his assignment in Uzbekistan, Hossaini served in Afghanistan, India, Somalia, Sudan and Iran. Between 1998 – 2002, he worked with the World Health Organisation as Coordinator of Polio Eradication Programme in the South East Asia Region.
Mr. Hossaini is a national of Iran. He holds a degree in Industrial Pharmacy from the University of Delhi, and a Postgraduate Degree from All India Institute of Medical Science in New Delhi.
He was born in Gümüşhacıköy, Amasya in 1955. Köprülü, who graduated Music Department, Faculty of Fine Arts, Gazi University, represented Turkey in a music festival organized in Puchberg town in Austria, with Tubil Association in 1985-1986. Köprülü, who started his business life by managing Science Private Teaching Institution in 1973, then he managed Bilim Matbaacılık Sanayi Ltd Şti for a while, he was an incorporator representative for Private Science College between 1991 and 1997 and he has been serving as the chairman of board for Bilim Dershanesi AŞ since 1997. He is also the general president of ÖZ-DE-BİR
William Hansen, who joined to Chartwell Education Group, to develop effective technology solutions for education, has lead the project aiming at transforming the public sector into a performance-based organisation while he was serving as the deputy secretary of the U.S. Department of Education. He has worked in public sector various times in his professional life and served as executive in private sector many times. William Hansen has served as the President of Unions of Education and Trades, and CEO. He has served on numerous state and national boards and commissions on education and known as the creator of many projects on increasing access to higher education and reforming elementary and secondary schools.
Dakmara-Ana Georgescu is the programme co-ordinator of operational, country-customised projects (curriculum development) within the UNESCO International Bureau of Education in Geneva (IBE-UNESCO). For the last five years she has coordinated curriculum development projects in many countries such as the ABEGS-member states (Gulf countries), Kosovo, Bosnia and Herzegovina, Afghanistan. She has also contributed to other IBE capacity-building and research projects in the Caucasus Region, Kuwait, Mauritius, Sub-Saharan Africa, Iraq.
She graduated 1982 the History and Philosophy School of Bucharest University and is currently finalizing her PHD studies in philosophy (University Babes-Bolyai/Ro, Thesis: Philosophical paradigms of education: contemporary approaches to learning).
Before joining the IBE she has worked first as a secondary school teacher and since 1990 as a senior researcher in the Curriculum Department of the Romanian Institute for Educational Sciences. From 1994 to 1997 she has coordinated the Social Studies Department of the Romanian National Council for Curriculum Development .
After 1990 she became involved in several long-term processes of systemic curriculum reforms in Eastern Europe under the auspices of international organizations such as UNESCO, the Council of Europe, and the World Bank, and international NGOs, such as the Open Society Institute.
From December 1997 to December 2000 she served as the Advisor to the Minister (primary and secondary education reform) within the Romanian Ministry of National Education. Among other duties, she has been in charge of coordinating the curriculum reform process for primary and secondary education and the transition to a free-market system of textbook development and acquisition for upper secondary education.
In 2001 she served as curriculum consultant for UNICEF Kosovo and the Department of Education and Science/DoES-UNMIK. She is the author of numerous textbooks and other teaching aids in the realm of education for democratic citizenship (EDC) and has been involved in several international projects dealing with Human Rights Education and EDC (policy making, textbook development and teacher training). Her works also include articles and books on philosophy teaching, on educational reform policies, and on issues of intercultural and political education.
Prof. Dr. Nevin Gaye Erbatur was and stil is a MP from Adana during 22nd and 23rd Turkish Parliaments. She graduated from Faculty of Chemistry at Hacettepe University and received her Ph.D. degree at the same faculty. She is a Dipl. Engineer and academic. She involved in researches conducted at University of Aston in the UK, and Colorado State University in the U.S. She is a founding faculty member of Faculty of Science and Letters, and Chair of Faculty of Chemistry of Cukurova University, and Founding Director of Women Issues Research Centre at Cukurova University. She received the international “Jean Harris Award” from Rotary International. She is also a member of EU Harmonisation Commission, and Vice President of Turkish Group in Inter-Parliamentary Union (PAB).
